I have a clause in my lease that states I pay for pest control within the first 30 days of occupancy, after that the tenant is responsible and I will refer my pest control guy to them.You probably need to assess the property and seal any holes (inside & outside) with the steel wool (shred it before stuff the hole-my pest control says that annoys the mice/rats gums and they stop chewing) , then seal with the spray foam.
