Start making offers and make sure to do your due diligence while in contract during the inspection period.

Every single part of this could have been avoided if you did even a little due diligence of your own.

I'm currently doing my due diligence on a multifamily that's located within a college campus. 

The second thing I will say is that you as the buyer have to do your due diligence throughout the whole buying process, even to go to the property and make sure a tenant is vacated prior to closing the deal.. 

I am a retired RE Broker with decades in the business and thinking of returning to it as either a Wholesaler or a Fix and Flipper, areas I have completed before and have experience in, and, having performed a lot of due diligence, I once again have been confronted by con men saying they are not gurus then try to sell me a service at $97 per month, or $129 p/m ( billed annually, with no trial period and no refund which comes out to being charged (1,548.00 ) along with other shysters charging upwards of $20,000 for a level in which I could actually MEET the Guru and bow before him in abject humility and profess my undying devotion to him for his enlightenment, while making my wallet lighter and my stress greater.

This is my first time considering Section 8 so I’m doing my due diligence in making a decision.

Two - In my due diligence, it looks like the only real option to make this unit legal is a special permit and variance, therefore, causing me to update the whole building with sprinklers, fire alarm, and meeting stretch code (certainly not enough meat on the bone for this route).  

PLEASE do your due diligence when inspecting foundations on your future homes, especially in wet climates.
