I was thinking of doing 1031 exchange, but I wanted to learn what the cons are of doing a 1031 exchange besides the deadlines to identify and close on properties. 

I've just started diving into this topic: One thing I'm curious about is how quickly municipalities can act if it passes-- I would imagine they would want to avoid the situation where everyone who can jacks up their rent all at once by the city's new implementation deadline.

You would have no 1031 deadlines to meet so you could take your time identifying and closing on a replacement property. 

I thought letting them know the deadline date would make them even more motivated to sell their house before it's too late.

Almost everything with a statutory deadline of April 15th that hasn't been filed at this point is on extension.
