Code Enforcement is highly unlikely to issue a citation, but if ever issued a citation, it would be my responsibility to prove the property has been a separate residence pre-1950 codeIf the garage is ever destroyed by fire, tornado, etc., we could not rebuild the the apartments without a variance.

On the other hand, he doesn't want to continue to pay taxes and garbage fees on this property when he's never going to get any return out of it, and also has to worry about the town giving him citations and things. 

There are many citations for codes violations from South Williamsport.

Based on experience, I do know that certain city's have been sending out the inspection crews and will issue at citation for any graffiti, trash, etc.  

For those of you that don’t know the story the judge owned short term rentals himself and was putting 3 year bans on everyone that was given a citation.

(its around 300 square-feet seems to be CBS) I'd call but usually the officers are unwilling to help until you're the owner - they refuse to talk about the citation at all (despite it being public record).
