The Word Police....Anyone who spend a little time in the area will quickly ascertain if it's a place comfortable to them (on their budget).Safe (???) 

The roofer can tell you whether there have been previous leaks, repairs, etc. and ascertain whether it's a new leak or been leaking a while. 

Bottom line is it would take a thorough analysis to ascertain whether there is a probably of excess profit enough to offset the additional risk.
