A corollary to my questions: let's say I have a disability (or not), can I just go out and get myself a dog, get them trained (even though I don't have to subsequently show proof) and then just claim it's a "service dog" and hide under the shroud of the ADA without having to answer anything more than those two questions?

If you try to hide from them and then they have to deal with you in an official capacity, they can be adversarial.Just go talk to them.
