I can tell you that a 16% loan in CA is legal if secured by real estate and originated by a CA licensed real estate broker or CA finance lender.

I still get them from the bank at 25% of the UPB except California where I pay 35% of the UPB, and sometimes I look at the underlying real estate that is being used as collateral.

In California our listing agreement actually discloses this by saying something like this going by memory, "your local MLS is ___________, the MLS your property will be listed in is _______.
