Make sure to also follow the state law for sending any required accounting of itemized security deposit deductions (usually there are strict timelines when these need to be mailed out).As a final note, seems like your PM should be providing guidance here and helping you with this.

If it is as bad as you say it is and you don't have much luck getting a response, why don't you report them to the city and have them say fix it or get a fine. 

I suspect it may be a fine investment.
