However, this neighborhood is not going to see significant property value increases, (it's a safe and family oriented neighborhood but not a "hot" neighborhood like humbolt or Pilsen IL so we are not sure if we should offer any more than $315,000.

I've had success with Laminate Flooring on rehabs under 150k, primarily in living areas, etc, but not in kitchen/baths, as laminate is worthless when it gets wet.I use Floor n Decor, they have plenty of styles of 12mm laminate under $1.50 sq ftA great installer makes a big difference too.

You are dependent on the weather and if your tenants leave their windows open because they are to warm.Water will depends on how well you stay on top of maintenance (leaky taps and toilets) and if the building is more family oriented or adult oriented (i.e.
