Based on previous and current pictures only, I can see that they have painted the interior of the place.

Hi Sacramento folks,I have an apartment turning over soon and was really looking forward to not painting it myself.

From the outside it looks like it needs a paint job, possibly a new roof, new windows, and I am assuming by the looks of the outside it will need considerable upgrades inside.

The kitchen and bath were redone, windows and AC replaced, and paint and carpet were added to this property.

Additionally, evaluate the outstanding maintenance on the property such as roofing, flooring, interior/exterior paint, appliances etc and see what their life expectancy is.  

Thus prob now a good deal for me, also I am a newbie and don't really know what I am doing.Owner will replace all windows with vinyl and paint exterior and hallways.
