Having a good lawn person is also helpful as they can help keep an eye on things as they are frequently on site.  

But I would say most the stuff on the MLS (and other sites) are going to be above fair market value just because people are trying to take advantage of the already high prices.

He should have made it clear to the insurance company that he will not be living there, adding that the property will be a construction site he intends to complete and flip. 

You can look on craigslists and apartment sites to get an idea on rent comps.
