Cameras would be a good option if you can prevent the theft from happening.

The main problem with this method for us is that its taking a lot of our capital out of our pockets, preventing us from using that to buy a house to actually live in.

A mortgage broker may be able to shed some more light on this better than I can, but I’m assuming you have a fixed rate mortgage on the rental property since the fee is so high.In order to guarantee the fixed rate and prevent people from breaking and reapplying when rates go lower, fixed mortgages have a much more substantial penalty for breaking them.  

If all three are on the lease, the two tenants don’t have the right to lock the third out of the house and prevent that person from entering and getting their belongings.

This enables the tenant to pay the same amount every month and prevents confusion or arguments.I recommend determining a fair share and then adding another 10-15% because people tend to waste utilities when they're not actually responsible for the bill.

2) Also, I have a 401K at work, so I would have to do a rollover from my 401K as well later on, hopefully roll overs from traditional IRA wont prevent a rollover from the big roll over from 401K when I quit my job?
