You can narrow them down to the top-rated and then read reviews to determine which ones you are interested in.

Tell the applicants (going forward) that you review applications in the order they are provided (this is the safest way to not get in trouble with Fair Housing).There are people out there who use application fees as a way to make money, but the point of the fee is to reimburse yourself for the cost / time administered in running the background check and reviewing references.
