Assuming that between the time of Sam's death and Bills death the ownership paperwork was resolved then yes it is fully inherited by Steve.If after Sam's death nothing was done to resolve the ownership issue it may be stuck in probate limbo.

@Luis Crespo I know some cities/counties  are really missing the bed tax ( you are still supposed to collect and pay bed tax even with Airbnb ) and they are feeling the heat from the hotels fighting the Airbnb / home away trends.

Even with a 50% vacancy rate this home will support itself and put money in our pockets (4 bed, 3 bath completely renovated antique cape sitting at the end of a dead end road surrounded by pastures).  

It is a 4-plex, 9 bed and 4 bath.

They all have new roofs, are 3 bed 1 bath, vinyl siding, full unfinished basements, all have the same vinyl tile squares throughout.

I'm looking to buy a 2 bed 2 bathroom as my primary residence in PG County.

It's a 3 bed 2 bath and its about $950 month in rent.

We are adding another bathroom to the house and making it a 4 bed/3 bath and making it a vacation rental (taking it off the market).  

But they all have 1 less bed room.I don't mind the area and I know that when I move out I wont have much trouble getting it rented.

I am considering a purchase of a 4 unit building, with 2 bed 1 bath units in it.
