You could literally state the same cause for the completely opposite outcome and state prices should fall in cities due to this.

Short-term will have less volatility than intermediate or longer term, with the trade-off of lower interest.

So, yeah, TLDR: When appraisals come in as expected or better than expected, the appraiser is just "doing their job," everyone feels entitled to that outcome.
