You do not pay these people a salary just give them a gift card every now and then to let them know you appreciate them.Go to the local reia and ask neighbors about handymen in the area.

While I don’t believe in tenants doing any work on the house, in wouldn’t hesitate to give a good/decent tenant a $50 gift card to HD to get some weatherstripping, those things that go at the bottom of the doors, etc to help conserve energy.
