Also, in many ways they don't care -- if there is an emergency they will do whatever is needed and ask questions later.Neighbors can report can report complaints to the city/town who will track down the owner via tax records.Therefore, I believe the notice is to benefit the residents so they know who to call for maintenance, complaints, etc.

I would also acquire a copy of an up to date financial report for the property to see if they have been negligent with any of their rental payments.

You could call the bank, with their permission, you might also be able to run their credit, I believe it will tell you if they have missed payments, it might not give you the current status, but if they tell you they never missed a payment and the credit report begs to differ that would be useful information.
