Since she's willed the property, is she required to obtain a realtor's appraisal and the court's permission before she sells?

I haven't used a PM to this point other than to place tenants as I don't' have the time to do all of that mess myself (showing the property, obtaining the lease, sifting through applications, etc.)

You need to define FMV and the procedure to obtain it, there will be disagreements on the calculation, time periods, cost allocations, closing date, etc.
