The Russian banks were cut off from Swift, which allows international wire transfers.

That being said, sometimes what people need is a swift kick in the *** to take some action and get out of the analysis paralysis stage that plagues most new investors. 

If they're good, they'll handle it swiftly and do most if not all of the heavy lifting for you.
