I don’t know but once we replaced a programmable thermostat with a rotary one because a tenant couldn’t use the programable one...even already programmed and with a short “lesson.”

The new unit had to have "thermostatic control" of their heat (meaning that they could not be at the mercy of whoever lived on the other side.)
