The only issue I encounter from time to time that may exceed some people's capability is a broken or rusted out mounting flange.

However, imo, if you can afford to buy several teardowns-to-be in the motor city and wait for the upside to come(if and when that will be is very uncertained) than go for it.

In looking at the Oridna Municipal Code, I found two relavant sections:  Chapter 10.52 PARKING OF COMMERCIAL VEHICLES and Chapter 3.12 UNIFORM TRANSIENT OCCUPANCY TAX.It looks like the ordinance has defined a tiny house on a trailer as: "Oversize recreational vehicle" means vehicle, other than an automobile, which is self-propelled, motorized, and has self-contained living quarters, including a kitchen, bathroom and sleeping areas, and may be used for the transportation of people upon a street or highway, but not including any vehicle designed for travel on stationary rails or tracks.

I would rather be able to see the pool motor that needs fixing or the foundation crack or the black mold in the ceiling before I consider buying the property. 

I did child support collections a few decades ago and got a lien on property being sold so we got the proceeds, income tax returns, seized and sold vehicles, garnished bank accounts, firearms, tap the till of taking money out the cash register, had a person searched and their money taken, and last but not least seized a big horn sheep mount. 

Areas that I know on an intimate level would be Arlington Heights, Prospect Heights, Wheeling, Mount Prospect, and Palatine.
