I use Sherwin Williams Pro Classic Acrylic Latex and I always have them add Latex Extender (for better work time and leveling).

Oil for smoke or stains, Acrylic for mold mildew, acrylic is a synthetic resin so it will not feed the organic growth, it is resistant to it.

Hire ex cops, ex military, bikers, whoever....Get the vermin run out of there and then move your crews in and get it fixed and rented fast...Then you can massage it as you go, find better tenants, fix the place up better.
