The market will not allow you to win in every aspect, unless you by chance are able to exploit a market imperfection which are very rare/short lived in highly competitive environments like Denver.

Watch out for the "industry standards for material and workmanship, with imperfections to be expected".

Currently, I live in a 2 bedroom rent-stabilized apartment that has imperfections and it is not in a great neighborhood.

Now maybe I'm just wanting a perfect world, and need to give in to some imperfections in the deal, but it seems that the places would yield higher values if they're shown with fresh paint, sparkling clean, and no junk piled in the bedrooms.

By sticking with the same color it also makes it easier where if you do have to repaint a wall the imperfections won't stick out as much if there are some spots where the coverage was lacking. 

Flat is the cheapest paint, and hides the most imperfections in the walls giving the most "clean" appearance from the get go.
