I assume that I can take possession (change locks etc) and perform structural repairs sufficient to bring it back to habitable standards but my question is does that include sprucing up the property itself ie tree trimming grass cutting and the like to maintain neighborhood norms?

The effect from that can be harmful also so don't go in the unit while a ozone machine is running.

Having the place declared uninhabitable usually works to the advantage of a tenant anyway, and may require the landlord (eventually you) to make repairs to make it habitable (although a tenant's recourse is typically withholding of rent, so ...).  

You're creating your own drama.I recommend you contact the tenants and tell them the house is not habitable and you don't know when it will be.

While he is not a protected class as a convicted predator, he still has the right to peaceful habitation.

I had always done this in the past but got out of the habit. 

It's a really bad habit to get in to with the debt.

This is a chance for them to learn your management style and for you to observe their demeanor and living habits.
