@Sham Haile you should look up the Tenants Union & RHAWA websites to review the notices and requirements for how notices need to be provided to tenants when a seller intends to sell a property. 

My message back to the realtor:After reviewing the inspection report, here are my thoughts.

Pros: Diverse job market, low unemployment, great resilience during recessions, nice appreciation, 1% rule can be hit if you look hard enough, great economy, good schools, Midwest nice.Cons: Extreme weather at times (hot/humid summers, tornadoes/hail, brutal cold in Jan/Feb), high insurance premiums, property taxes also really high.

A good builder will have some solid plans to choose from that your property management company can review and maybe tweak.   

I recommend looking into passive pockets and the syndication forums https://www.biggerpockets.com/forums/960 for reviews on syndications.
