A couple of issues you need to be aware of are any ordinances that are in your town or coming up.

I’m fully aware that getting all of my cash out isn’t always realistic, especially in the current market with higher prices and interest rates.

I really hate the city because of taxes and water bills but the charming neighborhoods with a strong sense of community seem to be Lauraville, Beverly, Hamilton and Franklintown.

For the community development dept, you'll need proper plans (architect), site survey, permits, etc. when you're ready. 

As a community I think we should focus on helping people who have had their housing situation negatively impacted recover as quickly as possible.
