Given the information in this thread about the previous owner having sewer troubles and citations from the County before the OP purchased it, that seller, IMO, probably lost some money on this property.  

So the $115.00 snow removal bill is due April 20, and the $313.00 citation ticket is due May 8. 

I'll reference this Citation back to him and see if he still wants to honor his price.  

I'm not sure if Atlanta has violations/citations for this.

Epa can come by and citation you, if the area worked on is bigger than a 20ft sq area.. fees, license would be required if caught, etc..
