The builders that we work with, SI being one I work with a lot, are good at what they do and produce a good product in growing areas that rent well.  

Builders and developers are increasingly turning to leasing as an alternative when they cannot sell homes at their desired price points.To succeed in this market, sellers need to be realistic about pricing and be prepared to make concessions.

I would avoid investment decisions based on promo interest rates or builder incentives.  

Cant speak for the other markets but here in College Station, you can get low-interest-rate loans even as an investor through the builder's preferred lender!

One of the markets that we have a great builder partner is in North Carolina.  

Alternately, it will greatly improve your negotiating position if you elect to partner with a builder / developer in the area to  actually bring the project out of the ground together.
