I was hoping to structure a deal that involves paying the seller every month and then a balloon payment in 5 years (when I can get an 80% LTV cash out refinance to put a mortgage on the property without having to put any money down because I'll have built up at least 20%).

Thus, if you factor in your 1/2 month lost rent and utilities, plus any costs (even purchasing more supplies) to touch up paint and clean, wouldn't that still be a turnover cost of around $1000 (give or take since I don't know what your rent, utilities, paint, and cleaning services might be)?
