Bill gave you a good answer.In my experience, when a community is in trouble, it always relates back to ownership.A manufactured housing land-lease community needs a reason or reasons for people to want to live there.

The fact that they're manufacturing real estate (condos, officer towers, buildable lots, etc.) doesn't really make much difference.The Atlanta project appears to be largely bank financed.

FIRST..the auto manufacturers should not be bailed out, they are private sector, board members and share holders.

Paint manufacturers spend fortunes getting designers to put color combos together for them.

I'm guessing this a quick construction as an alternative to manufactured housing/mobile homes. 

E.g. military bases, government offices, steel mills, manufacturing, knowledge-based workers (Silicon Valley).
