I suppose you can try things like using the same paint color, or washing off scuffs so that you don't have to paint all of the walls. 

Plant lots and lots of rose bushes to help squelch the smell :-)

FHA is picky on structural and maintenance items, they don't care about colored walls, dirty carpeting, etc.

This is a very real issue in Urban areas, but it's also means your area becomes more diverse, more colorful, which is of course a great thing!

What color are the walls painted now?

When I ask him to change things on the facade with pictures and examples from other projects, he doesn't really change much other than colors of the building and different trims and lips.
