Is creating a list of property taxes by county & city reliable or are different pockets of neighborhoods within a city going to have different rates?  

From what I've seen properties get snatched up quickly, so when the opportunity is presented a very quick (and reliable) evaluation is necessary.  

Seeing as rentals both long and short can be variable in reliability, I see that as a problem.

Not all are equally important, but all roles can break a deal, so you would have to build a team.I have consulted to decades in multiple industries and I found that the good people who reliably work, have good communication skills, are trustworthy and dependable have a network, are known for these traits in the community - and in most cases very busy.Yes, that's who you want but how likely is it that these folks are switching from whatever they currently do to an out of state investor.

In my market, to get reliable people, I'll have to pay around $25/h for cleaners.

If you are going through the effort of doing due diligence already, you can find your own team of reliable, trustworthy people.
