@Amy Mueller fair housing has been challenged on this issue and there is legal precedence that if accepting the animal presents an undue financial burden on the landlord, they can reject the animal.

The ones that don't are more likely to be the ones that are looking to rent from family or friends - because they hope they can "lay guilt" on the family or friend to take them since strangers who are landlords would screen them (and probably reject them).
