Like, how can I read that as anything other than direct intent to fool the seller into thinking that you have proof of funds? 

My question is, is there a way to get around this or are you at the mercy of the L&I department and waiting 4-6 weeks for license and then applying for the certificate?

Those apply to commercial properties, so for apartments, 5 units and up.
