@Will Green- I believe your tax adviser is referring to manufactured homes, not modular homes.

They have different manufactures like Fleetwood and Friendship .

Specifically dripping faucets, wrapping outside spickets, checking smoke detectors, and most importantly when using space heaters, safety first and follow manufacturer guidelines.

I'm looking to build out one or two Manufactured Homes to sell in a market I have identified. 

Check the plumbing code, check the manufacturers recommendations and make sure its done properly.

OTOH if most of your business is fix and flipping, but you have someone who despartely needs short term housing and you rent them a house for a few months and then sell it, it might still be considered a fix and flip and treated as ordinary income and subject to SET.Fix and flipping is just the same as running a manufacturing business.

I know there are several home manufactures with flooring plans, and if 21st will put home in there that is great.

There was a lawsuit against one of the manufacturers as well because there can be mold issues in the folds of the boot.
