It's a VERY crappy situation.

But I have had them and they are fine for the right situation. 

Most plumbers realize this and avoid talking to tenants so they don't end up in the middle of a situation.

Likewise, a family relocating to an area probably has similar needs to an insurance placement situation, but the insurance placement will almost always have a much larger budget to work with.
