If a person fails, they have to take 6 weeks of counseling and blackballed for a year.  2nd failure is a year of counseling and 5 years blackball.  3rd failure is lifetime ban.

But I thought this was a typo: a client just got a pre-approval from a local bank for a Freddie Mac loan with 5% down payment fixed for 30 years at 3.25% (read: Three Point Two Five Percent).
