I know Brandon Turner and other podcast Bigger Pockets stars talk about putting in quick offers, and using the inspection contingency to get out of it if necessary. 

Low is high risk, high number is rock solid.  0-100.I once had independant list vendors who sold this lead type with filters on typical real estate criteria beds/baths etc.

A lot of people come to Little Rock for cash flow as well.

Also if the tenant is smart, they'll take pictures of the damage and show that the glass is on the inside and maybe there was a rock or something.
