Mold remediation can be expensive!

I had two mold remediation companies come and look at it and they both said it is due to the temperature variance in the winter from the craw space to the bedroom. 

Don't know what this lease says but it should have remedies for default.

To help remedy this, I could maybe move the shower head piping to the right side of the tub to hopefully reduce water on the window?

Locking out a defaulted tenant is a common remedy.  

Some are better than others, but I'd hate to see you plunk thousands into a rehab only to get the HOA to come after you to "remedy" it.

That house looks bad, but you have a 70k rehab budget, so I'm assuming you can basically rip it down to the studs, in which case getting a mold remediation company to come in shouldn't cost more than about $1,500-$2,000, I imagine.

A "mold remediation company" quoted me $4,500 to handle the situation.

At the very least you could post a notice to remedy any physical lease violations or they must quit.
