I personally think this is a desperate attempt at advertising since their paid advertising isn't working.  

I am sure plenty of brokers / agents out there desperate for a deal to keep the lights on and eat and will take anything for commission.

A desperate one will be happy to take a nice deposit and promise you the moon.
