You are being too lenient and you are also showing preferential treatment, all tenants must be treated equally.

Unless you knew they had cancer I would ask for some proof of leaving for treatment to be sure it is not a deception. 

You can tell the OP he got the best possible treatment in the best of all worlds all day long, doesn't change that.

If someone is so "disabled" they can't live in the privacy of their own home without the presence of a dog or cat, that indicates they are in need of regular, on-going treatment.
