I personally am in a similar boat, as I have not invested as of yet, but I can recommend ways to learn via books and videos.

My costs for this refinance are contract, notary, and recording,  it would be via the same owner finance lender (family) I expect this would cost me maybe $500-$1000.

Also, if I found this property via a failed MLS listing - do I reach out to the previous agent or forget them all together? 

Since there is no lease, I'm assuming you were able to confirm rental amounts via estoppel.

Usually you only need an architect's seal if its an investment property, i.e. non-owner occupied, or if you own it via a LLC.
