I am curious how this works--when you make an offer on your own without a buyer's agent, does the REO listing agent instruct you which forms need to be filled out to make a particular offer?

Patience is a virtue with them.The list agent will never call you back and if you send an offer direct, you will get an auto email response instructing you to go to the website to bid.Unless you have a contact/relationship with someone at the company, this is how that game is played.

I doubt it.In most states all offers have to be submitted by law to the seller but the seller does not have to respond to the offer and can simply let it expire.In some states if a seller instructs in writing not to present certain offers then the listing broker doesn't have to.Every state has quirky procedures.You could ask the listing broker for a rejection from the seller in writing but the seller doesn't have to do anything.
