Actually, while I was looking at the zoning ordinance, I noticed that the building department has a registration form for abandoned/foreclosed properties.

But he's getting paid nicely in return.When you get into vacant/abandoned properties you're more of a psychologist, legal researcher (or whatever they call them) and problem solver than you are an investor.

I want to know what strategy(if any) anyone would use in this situation:

The owner of a SFR has just moved from GA to VA about 2 weeks ago(job related move)...

I found a few homes in a hot market in SC but they are abandoned properties.

THEN... the Boro requires the well to be abandoned (they do not allow us to keep the well for outside water which sucks) and I haven't gotten bids on that yet but assume it will be at least another $2,000.

You can have a situation where a debtor has filed bankruptcy, abandoned a home and get a tax bill or nuisance notice three or four years later.  

I think my main problem is I don't WANT to go to live in a super rural town and abandon a lifework of connections and move backwards in a sense, but simply am beginning to feel its the only option.

Look for vacant or abandoned properties or houses that are for rent.

It sound like they have abandoned the place and left behind their trash.
