Well if he has threatened to burn the house down and there is a witness to that then maybe all you need to do is place an anonymous call to the police department and tell them the address and the owners name and number. 

East of Patterson park ave is where the John hopkins police zone end  so I would go to the Hopkins security website and check their zone, that is the best depiction of where u can buy in Middle East if you are willing to consider it. 

It’s also a place where you can party all night and be as loud and crazy as you want to, because the sheriffs don’t have the legal authority to enter the POA without permission and they don’t have jurisdiction to police inside the boundaries of the POA.

If the amount is high enough, call the police and place an insurance claim.

Budget cuts led to the police force being reduced and as a result crime spiked.However, I’ve seen very promising signs over the past couple years.

You could probably notify the courts and advise them that the property you've filed eviction on appears to have been abandoned and submit photos to them showing the state of the unit (empty, but before you move anything out) and they may go ahead and dismiss the case or just speed it up.Another option if you haven't entered the property yet, you could call the police and inform them you can't reach the occupant and ask them to do a well being check. 

The Good Neighbor Next Door program for Teachers, police and fire is virtually non existent today as there may be a few in the entire country this year. 

Though, I did have some renters pack up and run away overnight, so be prepared to be friends with the local police to issue warrants.
