I understand that I could implement a system wherein I make an effort to collect a water fee from each tenant on a monthly basis, but I am not interested in doing that, instead, I think there are companies that focus in on collecting for water consumption from each unit/tenant. 

Their "Sweetener" may not be sugar, just Splenda.

@Jaysen Medhurst Not sure about New London but in Bridgeport CT the sewer charge is also based on water consumption. 

You can’t pay bills with “ equity” .Im pretty sure you could setup a lemonade stand on the corner and make more than 98$ And you’d only be out some lemons and sugar ..not over half a million dollars 

BTW:"We don't do that in Texas" is not a great way to negotiate with someone from California.Try to give some thought to your post titles: "92 units outside of Houston", I thought maybe Richmond, Sugar Land, or Katy... not California!

(Just give them a bit of sugar, on flowers and honey and these little creepers work for pretty much free. so I slave drive them with lil teeny tiny fairy whips if they slack.. and they love me for it too..
