I don’t know for sure regarding the HERO program, but there is a provision in CA residential purchase agreements that a buyer can assume leased items like solar panels.

I would install a dedicated 20 amp outlet to the panel for the baseboard.

The last house I renovated was a 1955 pier and beam and the electrical was a rat’s nest, had to install a new panel and 1/2 the wiring.

Surely they can’t charge us to replace an entire deck panel?  

Next I put in a new Electrical panel.

The replacement cost of the breaker panel was $1800 for a total of $2500 due to lack of knowledge on this topic.

These mfrs use #1 and #2 grade framing lumber to build floors/walls/ceilings in jigs that yield panels with very tight dimensional tolerances.
