@Ricardo Morales - There are many condos that do allow STR, but you have to search hard to find them, and they are (IMO) pricier because the desirability from outside investors.

I’d always thought portfolio loans were either for commercial property or if for residential, had “worse” terms (shorter loan term, higher rate, etc.)Reading your post almost a year later and I’m in the same predicament.

I think the best solution is to tell her that she work it out with the other resident with regards to timing when they can all take turns to park but you cannot enforce that as it will simply put another tenant in her predicament.
