@Casey McCoy there are options but you will have to do some digging. most places ( big box stores) do not stock these items and do not have them on display.

You can deny if: They cannot afford the rental, evictions for non-payment, recent bankruptcy, financially reckless behavior, etc.

How do we file a report so that this behavior shows up on any tenant searches when he moves again? 

I would call it a D class neighborhood, I have seen some very SKETCH behaviors in that neighborhood, I had a coworker who saw a homicide at the gas station on cutting and 37th.

You can’t predict the behavior of 4000 people.
