My best advice would be that if you suspect someone is abusing the law to get a pet into a "no pet" unit or to avoid paying a pet deposit, asking the above question should weed them out.

Once the videos started, I noticed the rhetoric began to shift to you need money (which I have so that's not a big problem) or you have to present the deal exactly the way i  teach it to you or its a no go.
